The Staff Organization is established to create and provide a more harmonious working environment for the staff of The University of North Carolina at Charlotte. It has been delegated by the Chancellor the authority and responsibility to bring to the attention of the administration matters of general staff concern; and to take such actions as are necessary to enable it to meet those responsibilities.

Administrative Changes

Changes to the Bylaws

Chancellor Dubois, shortly after his appointment requested that the Staff Organization elect officers and area representatives on the Academic Calendar as do most of the other organizations on Campus. At his request, in January of 2006, the Executive Committee voted to change offices to the academic year beginning with the next election cycle. The Executive Committee voted to add six months to the term of all current officers and area representatives and hold the next elections in April of 2007.

This report will cover the time frame January 1, 2005 to June 30, 2006 as a result of the above reported change to the Organizations Bylaws.

Meetings

The Executive Committee meets on the second Wednesday of each month in the Chancellor’s Board Room on campus. There were no special meetings held this year. Meetings are open to the public. The Executive Committee is a collaborative group, we meet with various individuals on campus through the year. Over the past one and one half years we have met with the Chancellor, officers of the campus Police Department, Human Resources representatives (numerous times covering many areas of interest), Facilities Management supervisors, among others.

During 2005, the Executive Committee voted to approve the minutes electronically and publish them with in a week of the meetings. This makes the information contained in the minutes more timely and useful to the staff. The agendas and minutes of all meetings can be found on our website.

Sub Committees

Three standing committees have been in place for the past two and one half years. The committees assist in the operations of the Executive Committee. The committees are:

Operational Support- committee is responsible for elections support, Website support, staff survey support and maintains the Constitution and Bylaws

Education and Events- committee is responsible for educating members, homecoming activities, staff recognition week activities and the annual staff picnic

Staff Equity- responsible for all equity issues such as essential personnel, information access, career banding issues among others

Staff Organization Website

The Staff Organization website, www.stafforg.uncc.edu, is maintained by the Treasurer, Mark Beam. The website is a valuable tool to that helps provide information to anyone interested in the Staff Organization. The agendas and minutes of all meetings are posted on the website for ease of access for anyone who is interested.

Activities and Events

Homecoming

The first event of each calendar year is the annual Homecoming. There have been two homecoming events that this report covers. During Homecoming, the Executive Committee holds the "show your green day", where anyone wearing green can register for drawings of items donated by on campus groups and some local businesses. The Executive Committee also sponsors the "office decorating contest". Offices are evaluated as how they interpret the theme of the year.

Staff Picnic

The annual staff picnic was moved from its traditional fall time to the spring in 2005. This move gave the staff two events a year the Staff Recognition Week in the fall and the staff picnic in the spring instead of having both events occur at the same time. The picnic is funded by the Staff Recognition Week Committee and partially the Executive Committee funds. The picnic has picnic type food available at a discount (the cost subsidized by funds from the above mentioned groups), games such as bingo, horse shoes,

cake decorating contest, cake walk and others. In 2005 the picnic committee added a dunk tank to the events. It was quite popular. In 2006 a pie toss replaced the dunk tank. There was a $1.00 per pie donation that went to a fund for a staff member that had been seriously injured on the job earlier in the year. The Executive Committee had a giant get well card/banner at the picnic for all to sign and make a donation to the fund. The attendees donated a total of $252.26 to the fund. The pie toss accounted for $76.00 of the total.

Staff Recognition Week

Each fall the University recognizes the Staff by sponsoring fun activities such as bowling, horse shoe, billiards, golf and a 5 K fun run. The Executive Committee is active in the planning and implementation of Staff Recognition Week. The activities also include a luncheon to recognize staff members who have achieved 10, 20, 25, 30 and more years of service to the University. There is a breakfast to recognize third shift staff members for their longevity as well. The Chancellor sponsors a reception for all staff members during this week.

Statewide Staff Activities

The Executive Committee has been very active in the monthly Statewide Staff Leader’s video meetings. Steve Clifton was elected temporary chair of that organization in the fall of 2005.

The Executive Committee has sent members to the annual Staff Conference. The 2005 conference was sponsored by Winston Salem State University and the 2006 conference was sponsored by North Carolina Central University.

Crossroads Charlotte

Steve Clifton was asked to represent the UNC Charlotte Staff Organization on Crossroads Charlotte which is an ongoing look at the future of Charlotte-Mecklenburg. The question that was dealt with was "What course will Charlotte-Mecklenburg chart over the next ten years as we deal with the issues of access, inclusion, equity and trust for all residents in the social, political, economic and cultural life of the community?". A group met for a year to develop two to three projects that UNC Charlotte could realistically develop that would help answer the premise as presented in the question above. The group is still working but has now moved more into an implementation phase working directly with the College of Education.

Issues Addressed

Improving staff access to information

In 2004 the Executive Committee addressed and worked hard on acquiring computer access to all staff members that wanted it. During 2005 the Executive Committee continued that work working closely with Facilities Management. There was a needs assessment done to ascertain the needs for training staff members in the use of PCs. In late 2005 Information Technology was brought in and developed special training for housekeepers and others that had no computer experience and wanted some basic training on how to use a PC. By the end of June 2006, most housekeepers and many of the staff of Facilities had received that training.

Essential Personnel

The issue of who is essential and how these essential personnel are treated across campus remained an issue. Chancellor Dubois proposed a change to the Campus Operation in Adverse Weather or During Other Unusual Conditions Policy. He asked the Executive Committee to review and make comments on the proposed policy before it was enacted. The new policy clarified who was essential and standardized the treatment of these personnel.

Parking

Parking and the cost of parking on campus is an ongoing concern of all staff members. The Executive Committee is briefed regularly by the Director of Parking Services and the Campus Transportation Director.

Proposed Changes to Health Plan

The Executive Committee received regular reports on the proposed changes to the current Health Insurance Plan and the proposed changes. The Committee kept University staff apprised of the issues and encouraged staff to voice their concerns through the appropriate channels. Staff was encouraged to attend information sessions held on campus and

participate in online survey. A resolution was passed supporting the Pilot Health Insurance Plan, see Appendix B.

Campus Safety and Security

The Community Policing Officer of the Campus Police gives an update of campus safety and security issues at each meeting of the Executive Committee. Officer Craig Nance gives information about current crime trends on campus. He has given us personnel safety advice that has been broadcast to the University Staff by email. We are able to tell of any concerns we might have as well.

Legislative Postcard Campaign

The Executive Committee in June of 2005 sponsored a postcard writing campaign to the North Carolina Legislature requesting adequate pay raises for state employees and support of the proposed Health Plan Pilot Program. Volunteers took time before work and at lunch time to man signup tables located through out campus. Donations were collected to cover the cost of the cards, printing and postage. There were a total of 675 cards signed and sent.

In Appreciation

The Executive Committee of the UNC Charlotte Staff Organization voiced its appreciation of Chancellor James Woodward by passing a resolution on the occasion of his retirement and presented to him at his campus wide retirement reception on April 29, 2005. (See Appendix C)

The Executive Committee is appreciative of Chancellor Dubois his respect and acknowledgment of the importance of the staff of UNC Charlotte.
